Mexico?s lower house gives final approval to labour reform

MEXICO CITY, Sept 29 ? Mexico?s lower house of Congress gave final approval today to a bill that would mark the biggest shake-up of the country?s labour market in 42 years.

The final vote took place just before 4 am following a raucous 14-hour debate that was led from a congressional balcony after leftist lawmakers stormed the chamber?s rostrum and snatched the microphone from the Speaker leading the session.

The bill was approved on a vote of 346-60 with one abstention and now moves to the Mexican Senate, which will have 30 days to approve or reject it.

In a show of cooperation between the outgoing and incoming administrations, the Institutional Revolutionary Party (PRI) of President-elect Enrique Pena Nieto supported the bill, which the PRI had gutted of measures aimed at curbing the power of unions.

In one of the final changes applied to the bill, lawmakers voted to ensure that the elections of union leadership are conducted however individual unions see fit, which amounted to a rejection of an earlier proposal to mandate that the elections be free, direct and secret.

The draft law to soften antiquated labour rules was put forward by outgoing President Felipe Calderon, whose pro-business National Action Party (PAN) wanted to weaken unions that have long formed a keystone of support for the PRI.

Critics say abuses by corrupt unions affiliated with the PRI have been bad for democracy and economic development.

The overarching reform will make it easier for employers to hire and fire workers, streamline the settlement of time-consuming labour lawsuits and formally regulate outsourcing.

The bill was given provisional approval yesterday on a vote of 351-130, with 10 abstentions.

Pena Nieto, who is set to take office on Dec. 1, has vowed to increase employment and boost salaries in Mexico.

Economists and politicians have forecast Calderon?s bill could create upwards of 150,000 jobs a year, but that may not be enough to meet the demands of the labour market. ? Reuters

Social bullying prevalent in children's television

ScienceDaily (Sep. 27, 2012) ? A new research study led by an Indiana University professor has found that social bullying is just as prevalent in children's television as depictions of physical aggression.

The study, "Mean on the Screen: Social Aggression in Programs Popular With Children," which appears in the Journal of Communication, found that 92 percent of the top 50 program for children between the ages of 2 and 11 showed characters involved in social aggression.

On average, there were 14 different incidents of social aggression per hour, or once every four minutes.

While physical aggression in television for children has been extensively documented, this is believed to be among the first studies to analyze children's exposure to behaviors such as cruel gossiping and manipulation of friendship.

"Social aggression was more likely to be enacted by an attractive perpetrator, to be featured in a humorous context and neither rewarded or punished," wrote Nicole Martins, assistant professor of telecommunications in the IU College of Arts and Sciences. "In these ways, social aggression on television poses more of a risk for imitation and learning than do portrayals of physical aggression."

Martins, the lead researcher on the study, and Barbara Wilson, professor of communication at the University of Illinois, conducted a content analysis of the 50 most popular children's shows according to Nielsen Media Research from December 2006 to March 2007. In all, 150 television shows were viewed and analyzed.

Careful attention was given to what was portrayed in the cases of social aggression, whether the behavior was rewarded or punished, justified or committed by an attractive perpetrator.

The findings suggest that some of the ways in which social aggression is contextualized make these depictions particularly problematic for young viewers.

"These findings should help parents and educators recognize that there are socially aggressive behaviors on programs children watch," Martins said. "Parents should not assume that a program is OK for their child to watch simply because it does not contain physical violence.

"Parents should be more aware of portrayals that may not be explicitly violent in a physical sense but are nonetheless anti-social in nature," Martins added.

The vast majority of socially aggressive incidents -- 78 percent -- were verbal: words to hurt the self-esteem or social standing of another character on the program. The most common types of social aggression were insults (52 percent) or name-calling (25 percent). Other common types of negative behavior shown were teasing (10 percent) and sarcasm (9 percent).

Only about 20 percent of all socially aggressive incidents were non-verbal in nature and typically employed a mean face (36 percent) or laughter meant to lower the self-esteem of another character (31 percent). Rolling eyes, finger pointing and simply ignoring the other person also were common.

"We also coded whether social aggression was directly perpetrated at the target -- such as making a mean face -- or indirectly perpetrated behind the target's back -- such as spreading a rumor," the authors wrote. "The vast majority of socially aggressive incidents (86 percent) were enacted directly at the target. Rarely were socially aggressive incidents perpetrated behind the target's back."

While previous research has demonstrated that gossip is one of the most common forms of social aggression in real life, it was rarely seen in children's television shows analyzed for the study. Martins and Wilson concluded that gossip, due to its indirect nature, may have been seen by program producers as being too subtle for advancing a story's plot.

Obama: Disputed game means NFL needs regular refs

WASHINGTON (AP) - The embarrassing NFL referee saga and the disputed call that gave the Seattle Seahawks a victory over the Green Bay Packers on Monday night has reached the campaign for the White House, with President Barack Obama deeming it "terrible" and declaring it was time to get regular officiating crews back on the job.

"I've been saying for months we've got to get our refs back," Obama said as he returned to the White House from an appearance before the United Nations. In a tweet that went out under over his initials, Obama said: "NFL fans on both sides of the aisle hope the refs' lockout is settled soon."

In a rare moment of agreement with Obama, GOP running mate Paul Ryan, a Wisconsin native, also said it was time to bring back the "real refs." But he used the episode on the football field to argue a partisan case for kicking the president out of office.

"It reminds me of President Obama and the economy," Ryan said in Cincinnati. "If you can't get it right, it's time to get out. I half think that these refs work part-time for the Obama administration in the budget office. ... They're trying to pick the winners and losers, and they don't even do that very well."

Seattle won 14-12 over Green Bay after referees ruled a Seattle receiver caught the ball amid a pile of bodies in the end zone on the game's last play. The NFL conceded that a Seattle penalty in the course of the play went uncalled and cost the Packers the victory, but the league upheld the catch itself and the Seahawks' victory. Legions of football fans watched the play and the referees' call in disbelief, and buzzed about it all day Tuesday.

Typically, Obama, a diehard Chicago Bears enthusiast, is not one to wish the rival Green Bay Packers well.

But besides being an avid sports fan, Obama recently has redoubled efforts to win in the Packer's home state of Wisconsin. His campaign recently started airing ads in the state and Obama held a rally Saturday in Milwaukee, his first visit to the state since February.

The NFL locked out the officials in June after their contract expired. The league has been using replacement officials, who have come under increasing criticism over the way they handled some games.

White House spokesman Jay Carney told reporters aboard Air Force One that Obama watched the Monday night game and "thinks there was a real problem with that call."

"He said that what happened in that game is why both sides need to come together, resolve their differences so that the regular refs can get back on the field so we can start focusing on a game that so many of us love rather than debating whether or not a game was won or lost because of a bad call," Carney said.

Obama said in a phone interview Tuesday with The Des Moines Register that he doesn't blame the replacement refs.

"They've been put in a tough situation," the president said. "But the fact is this is a fast, tough game to control. And it doesn't make sense to me for a league that's been so successful not to want to put their very best out there."
